This summer, the sea breeze in Liaoning is particularly "strong"! A “Deep Blue Pact”, in which Windey Energy Technology Group (WINDEY) is deeply involved, is surging with momentum.
On June 20th, at the 2025 China Offshore Wind Conference, WINDEY, together with representatives of the entire industrial chain, including the Chinese Wind Energy Association (CWEA), key development enterprises, equipment manufacturers, core component suppliers, EPC construction parties, and local industrial enterprises in Liaoning, jointly released the “Liaoning Consensus”. The consensus clearly states that with a view to “coordinating new and old growth drivers and helping revitalize Northeast China”, Liaoning Province will rely on 13 million kilowatts of offshore wind power resources to build a world-class wind power industry cluster. Through clustered development, Liaoning Province will stress policy support and technological innovation, improve the entire industrial chain of high-end equipment, build a green fuel base, promote the integration of multiple industries, and turn the province into a global export hub for wind power equipment as well as a green energy center in Northeast Asia. The subsequently released Concept for the Development of Offshore Wind Power in Liaoning Province further proposed that a wind power industry center, which gets a foothold in Liaoning and radiates globally, will be built, in order to inject surging green energy into the development of Liaoning as a global wind power industry center.
This is not only a firm declaration for Liaoning to move towards a global wind power industry center, but also a significant witness of WINDEY and Liaoning working together with one heart and making steady progress over the years to build a "super fleet" of new energy in Northeast China.
Deeply Exploiting Liaoning, WINDEY Green Power Shines in Liaoning
During the peak tourist season, the 12 wind turbines standing upright on the seashore of Zhangzi Island in Dalian have become a beautiful landscape. They rotate under the blue sky and above the blue sea, dancing with the island and going viral on the Internet. These "White Guards" created by WINDEY have been in continuous operation for more than 23 years since they started generating electricity in June 2002, constantly refreshing the record for the longest operation time of wind farms in China.
As a pacesetter in China's wind power industry, WINDEY embarked on the journey of exploration for offshore wind power on Zhangzi Island in Dalian more than 20 years ago and successfully built an early landmark wind power project in China, which has been providing stable and reliable green electricity for the local area ever since then. Now, the Company focuses its strategy on offshore wind power, and quickens the pace to expand its strategic territory. So far, it has overcome a series of technological bottlenecks, such as safety and reliability under high-voltage environments, the high-efficiency and stable design of ultra-large wind turbines under complex inflow conditions, the intelligent control of ultra-large-scale offshore wind power clusters, and the intelligent field-level wake control in the whole process of design-simulation-deployment. Besides that, the Company made great efforts to build the 9MW Sea Harrier platform and the 16-18MW Sea Eagle platform series of offshore wind turbines. Such strategy has borne fruit in Liaoning: the Zhuanghe V Project (the project with the largest single-unit capacity in Liaoning Province and the offshore wind farm with the highest latitude in China), the first offshore wind power project of WINDEY in Liaoning, has been delivered in batch and put into stable operation, successfully implementing the localized development model of "Made in Liaoning, Used in Liaoning".
Playing the Role of Chain Leader, Gathering Chain Resources to Temper "Local Strength"
As the "leader" of the industrial chain, WINDEY is fully aware that industrial prosperity depends highly on ecological coordination. Based on the location and resource advantages of Dalian, which is adjacent to the Yellow Sea and the Bohai Sea, as well as its strong equipment manufacturing industry foundation, the Company has always regarded Dalian as a strategic fulcrum and core hub radiating the entire offshore wind power market of North China, and has made every effort to build the most complete and competitive all-industrial chain ecosystem of Northeast China in Dalian.
